The strata system is used for determining public utility rates, such as electricity and water, based on the economic level of the area. Strata three is a middle-class economic zone, where the population typically has a moderate income and can afford basic services and amenities. That said, many do not have access to more luxurious goods or services. This strata is quite common in urban areas throughout Colombia.
